Description:

Authorizes the Secretary of the Department of Energy (DOE) to draw down and sell crude oil from the Strategic Petroleum Reserve (SPR). The SPR is a federally owned stockpile of crude oil intended to provide a source of petroleum in case of a disruption to oil supplies.
