To establish a research, development, demonstration, and commercialization program to develop alternatives to critical materials not available in abundance within the United States, to promote the efficient production/use/recycling of critical minerals, to ensure a long term supply of critical minerals, and to prioritize work areas the private sector is not likely to due to financial or technical limitations.
