Description:

$4.75 billion for Greenhouse Gas Air Pollution Implementation Grants, a competitive grant program for state, local, and tribal governments and air pollution control agencies to achieve greenhouse gas air pollution reduction. Applicants must submit information on “the quantifiability, specificity, additionality, permanence, and verifiability of such projected greenhouse gas air pollution reduction.”

$250 million for Greenhouse Gas Air Pollution Planning Grants, noncompetitive grants for the costs of developing a plan for the reduction of greenhouse gas air pollution to be submitted with an application for a Greenhouse Gas Air Pollution Implementation Grant. The EPA must award at least one planning grant to an eligible entity in each State.

Greenhouse Gas Air Pollution Planning Grants: On March 1, 2023, EPA announced the availability of $250 million in planning grants. States, the District of Columbia, and Puerto Rico are eligible to receive $3 million and each of the 67 most populous metropolitan areas are eligible to receive $1 million. Greenhouse Gas Air Pollution Implementation Grants: Notice of Funding Opportunity (NOFO) released on September 20, 2023; optional Notice of Intent (NOI) to apply deadline is February 1, 2024; full application deadline is April 1, 2024; and notification of funding selection anticipated in July 2024.
