NOAA opened the competitive funding opportunity on June 29, 2023. Full proposals are due February 13, 2024. Source

TCS Notes:

$50 million will be available in a competitive funding opportunity and $10 million will be available for technical assistance to support applicants and grantees. NOAA envisions making between 10-20 awards, at amounts ranging from $500 million to $10 million each, for projects beginning no earlier than August 1, 2024.
