For the research, development, demonstration, and commercialization of wind energy technologies, including by offering competitive grants, other prize competitions, contracts and cooperative agreements, and technical assistance. Funding may also be used to establish or maintain Department of Energy demonstration facilities and projects, such as the National Wind Test Center, and other related activities.
