Description:
Provides formula funding to States to enhance energy security, advance state-led energy initiatives, and increase energy affordability, as well as for planning activities and programs that increase transportation energy efficiency and reduce carbon emissions in the transportation sector.
In addition to existing SEP-eligible activities, such as improving the efficiency of energy supply systems, promoting building energy efficiency, and conducting energy audits, the IIJA added three additional optional program activities:
1) accelerate the use of alternative transportation fuels for and the electrification of State government vehicles, fleet vehicles, taxis and ridesharing services, mass transit, school buses, ferries, and privately owned vehicles;
2) promote the installation and use of demand-response technology and demand-response practice; and
3) develop and implement a State Energy Security Plan.
