Formula program under (23 U.S.C. 104) – 2.56% of remaining Federal Highway Administration appropriations after other program expenses. Results in $6,419,999,998 for grants to States to reduce transportation emissions or the development of carbon reduction strategies. Can include planning, construction, and design, of trail facilities for pedestrians, bicyclists, and other nonmotorized forms of transportation, public transportation projects, or congestion management technologies.
