For grants to States and local governments to adopt building energy codes for residential and commercial buildings that meet or exceed the zero energy provisions in the 2021 International Energy Conservation Code or an equivalent code. Grants may be for new and renovated building to achieve compliance and must include training, enforcement programs, and compliance tracking.

On September 19, 2023, DOE announced $160 million in formula funding to states and territories. Letters of Intent (LOIs) to reserve funds are due January 31, 2024. Full Applications will be accepted on a rolling basis until September 30, 2025: Source
On December 18, 2023, DOE announced the availability of up to $530 million in technical assistance for Zero Energy Code competitive grants (Section 50131(c)) and Latest Building Energy Codes competitive grants (Section 50131(b)). Concept papers are due February 9, 2024 and full applications are due April 30, 2024: Source
