Description:

For loans, grants, contracts, or cooperative agreements to properties assisted by the Department of Housing and Urban Development (HUD) to improve energy or water efficiency, enhance indoor air quality or sustainability, implement the use of zero-emission electricity generation, low- emission building materials or processes, energy storage, or building electrification strategies, or address climate resilience. Funding may also be used for energy and water benchmarking of eligible properties and the analysis of such data.

The Green and Resilient Retrofit Program (GRRP) provides $837.5 million in grant and loan subsidy funding; $60 million for information technology, research and evaluation, and administration/oversight of the program; $60 million for contracts or cooperative agreements; and $42.5 million for the Benchmarking Initiative. The program has $4 billion in loan authority.

GRRP is divided into 3 grantmaking programs: Elements Awards, for climate resiliency and utility efficiency measures in ongoing projects; Leading Edge Awards, for retrofit activities to achieve an advanced green certification; and Comprehensive Awards, for properties with the highest needs for climate resiliency and utility efficiency upgrades.

GRRP is available to property owners who are elderly, low-income, disabled, or otherwise received Project-Based Rental Assistance through HUD in FY2021. More specifically, for owners receiving HUD rental assistance under Multifamily Section 8 Project-Based Rental Assistance (PBRA), Section 202 Supportive Housing for Low-Income Elderly, and Section 811 Supportive Housing for Low-Income Persons with Disabilities. Property owners do not have to receive a grant or loan under the GRRP to participate in the Benchmarking Initiative.

Total program budget authority is $1 billion. CBO estimated outlays FY22-31 are $990 million.
