Description:
Formula grant program for States to develop and implement a Home Owner Managing Energy Savings (HOMES) rebate program for whole-house energy saving retrofits begun on or after August 16, 2022 and completed by September 30, 2031. States must include plans to use “procedures… for determining the reductions in home energy use resulting from the implementation of a home energy efficiency retrofit,” measurement and verification for determining and documenting energy use before and after energy efficiency projects are implemented, rebate certificates (certified by third parties), and a prohibition on duplicative rebates, in addition to other accountability measures.

The Inflation Reduction Act’s Home Efficiency Rebates (Section 50121) and the Home Electrification and Appliance Rebates (Section 50122) compose the DOE Home Energy Rebates program.
Of the $4.3 billion appropriated, up to 3%, $129 million, may be used for technical assistance and administrative expenses.
