Description:

$4.275 billion formula grant program for States and $225 million grant program for Indian Tribes to “develop and implement a high-efficiency electric home rebate program” for low- or moderate-income households (total annual income less than 150% the median income of the area) or multifamily building owners in which at least half the residents are qualifying households. Eligible entities may receive a combined rebate of no more than $14,000. Programs must verify income eligibility, prohibit duplicative rebates, and implement other accountability measures.

The Inflation Reduction Act’s Home Efficiency Rebates (Section 50121) and the Home Electrification and Appliance Rebates (Section 50122) compose the DOE Home Energy Rebates program.

Of the $4.5 billion appropriated, up to 3%, $135 million, may be used for technical assistance and administrative expenses.
