The USFS can only access the Wildfire Fire Suppression Operations Reserve Fund, first available in FY2020, if a baseline level of funding for wildfire suppression operations is met in the underlying appropriations bill. This base level is set at the average cost over ten years for wildfire suppression operations requested in the President’s 2015 Budget, amounting to $1.011 billion for USFS and $384 million for DOI.Appropriations

Appropriations Notes
In FY2019 and FY2018, $500 million is appropriated for “additional suppression funding.” In this database that funding is categorized as Forest Service Suppression funding. In FY2023, $375 million in supplemental appropriations are “to remain available until expended, for wildland fire suppression activities” and $1.011 billion is “available for wildfire suppression operations.” Both are reflected in this database.
*In FY2021, the U.S. Forest Service implemented a new budget line item for salaries and expenses across all Forest Service programs – costs that had previously been incorporated into each program’s budget line item. This re-structuring makes it difficult to compare program spending before and after FY2021.
