Description
The Building Resilient Infrastructure and Communities (BRIC) Program provides 75% cost share grants and non-financial technical assistance for hazard mitigation and disaster resilience projects, including for wildfire. Examples of activities include hardening structures, hazardous fuels management, and establishing natural fire buffers. Funding for BRIC is provided by an up to 6 percent set-aside of post-disaster FEMA grant funding.Additional Program Notes & TCS Insights
BRIC does not receive direct regular appropriations, but is funded as a set aside from the Disaster Relief Fund (DRF). The President may set aside up to 6% of the estimated aggregate amount of funding awarded under the Stafford Act. Even as Congress appropriates increasing amounts of supplemental appropriations to BRIC, interest far exceed the amount of funding made available. According to the Congressional Research Service (CRS), BRIC allocated $500 million in FY2020, $1 billion in FY2021, and $2.3 billion in FY2022. However, the program received $3.6 billion worth of requests in FY2020, $4.2 billion in FY2021, and $4.6 billion in FY2022.Appropriations

In 2019, FEMA was transitioning from the Pre-Disaster Mitigation (PDM) grant program to the Building Resilient Infrastructure and Communities (BRIC) Program. FEMA set aside $250 million in funding for mitigation in FY2019, which is catalogued under the PDM program in this database.
