Description

An activity within CESER’s Preparedness, Policy, and Risk Analysis, the Defense Critical Electric Infrastructure (DCEI) program works to strengthen the critical infrastructure systems needed to ensure defense activities can continue in the wake of manmade and natural disasters, including wildfires.

Additional Program Notes & TCS Insights

The DCEI program transitioned from the Office of Electricity to CESER in FY2022. CESER cites the following legislative authorities: the Energy Independence and Security Act of 2007 (P.L. 110-140), Fixing America’s Surface Transportation Act (P.L. 114-94), and the National Defense Authorization Act for Fiscal Year 2020 (P.L. 116-92).

Appropriations Notes

Limited appropriations information is available on the Defense Critical Electric Infrastructure (DCEI) program. DOE budget justifications often detail requested appropriations for DCEI activities (e.g. FY2025 Budget Justification requests $2.5 million, FY2024 Budget Justification requests $2 million, FY2023 Budget Justification requests $2 million, FY2022 Budget Justification requests $1 million) but do not provide enacted appropriations. CESER’s Planning, Preparedness, and Resilience line item, which includes the DCEI program, was appropriated $17.9 million in FY2023.
