Description

The Wildfire and Hurricane Indemnity Program (WHIP) was created by the U.S. Department of Agriculture (USDA) in response to Congress authorizing ad hoc disaster aid for wildfire and hurricane losses experienced in 2017, eventually expanding it to cover losses due to floods, excessive heat, and other disasters. The program subsequently subsidized crop and livestock losses caused by natural disasters in 2018, through 2022. In 2022, USDA renamed WHIP as the Emergency Relief Program (ERP) and Emergency Livestock Relief Program (ELRP).
