Description

An activity within CESER’s Risk Management Tools and Technologies (RMT), this program hosts exercises on the impacts of natural disasters – including wildfire– and other non-cyber physical incidents to energy infrastructure for industry, stakeholders, and state, local, and tribal governments.

Previous projects addressing wildland fire have included a $70 million funding opportunity announced in January 2024 to increase resilience and reduce risks to energy delivery infrastructure from a variety of hazards, partially funded through the Risk Management Tools and Technologies (RMT) Non-Cyber RD&D Wildfire Mitigation program.


CESER cites the following legislative authorities: the Energy Independence and Security Act of 2007 (P.L. 110-140), Fixing America’s Surface Transportation Act (P.L. 114-94), and the National Defense Authorization Act for Fiscal Year 2020 (P.L. 116-92).

DOE budget justifications often detail requested appropriations for Non-Cyber Risk Mitigation Tools and Technologies (e.g. FY2025 Budget Justification requests $22 million for “Advance Tools to Manage Risks from Natural Hazards, Physical Threats, and EMP/GMD,” FY2024 Budget Justification requestions $20 million for “Advance Tools to Manage Risks from Natural Hazards and Non-Cyber Threats,” FY2023 Budget Justification requests $30 million for “Risk Mitigation Tools and Situational Awareness for Non-Cyber Threats and Hazards”) but do not provide enacted appropriations.
